Joe Osei Owusu destooled as Speaker over ‘I am not Speaker’ comment

The National Democratic Congress (NDC) Caucus in Parliament may have served notice to the First Deputy Speaker of Parliament Joe Osei Owusu that they would not recognize him as Speaker any longer.

The opposition MPs in a show of anger hurled chants of ‘we would not recognize you as Speaker anymore’.

One MP, went as far as dragging the seat of Speaker from the Speaker’s sitting area to the chamber to ensure Joe Osei Owusu gets no seat when he returns to Parliament after announcing a one hour recess.

The NDC MPS were responding to the First Deputy Speaker Joe Osei Owusu’s declaration that he was not “Speaker”.

He made the declaration in a bid to justify his ‘137 plus me’ quorum declaration on 30 November 2021 to allow the NPP caucus to ‘rescind’ the vote that rejected the 2022 Budget on 26 November 2021.

Some minority MPs had to be physically restrained from climbing onto the Speaker’s platform in an angry reaction after Joe Osei Owusu’s ruling.

The angry outbursts were led by Whip of NDC Caucus Muntaka Mubarak who angrily protested when First Deputy Speaker Joe Osei Owusu started ruling on a motion moved by the minority for the rescission of Parliament’s decision yesterday 30 November 2021.

Muntaka Mubarak in an angry outburst demanded that the First Deputy Speak puts the motion to a voice vote rather than purport to rule on the matter.
